Posted at 10:06h, 04 AugustI worked with a web design company that put together a decent looking website, but when they turned it over to us it was filled with latin text. They never made mention that we would have to write our own content. This took us another 3 weeks to develop, which we could have been working on while the site was in development. Is that normal??

Although it’s not normal that they wouldn’t have mentioned this to you, it is normal that you would be required to develop your own copy for the website. Unless you specifically hired them to do this for you, it is almost never included with the cost to develop a website. Also, most will charge you a nominal fee to integrate content you’ve created over 5-10 pages. That being said, they definitely should have informed you of this so you could make a decision on whether to include this in with your web design package, or do it yourself.
